Introduction This report follows a workplace inspection of an Oil Service Tools Company on the 4th November 2012 stating some good practices and poor health and safety practices carried out within the workplace area. The facility has different departments and one main office building. The office building mainly occupied by the senior health and safety practitioner dedicated for the whole facility, managers and global product line managers. The facility is divided for 4 main sheds, 3 sheds have only one dedicated department and one shed has two departments. Main activities carried out inside the workplace are inspection, welding, pressure testing, driving, servicing and radiation. There is one main access to the facility from the main road and a dedicated parking area for various departments operating within this facility. The facility is occupied by 127 employees whose roles revolve around servicing and inspecting the equipments which come from the field site. This inspection focused on all activities mentioned earlier carried out within the facility workplace including welfare facilities provided by the company. ?Executive Summary It was pleasing to observe a high standard of housekeeping. There were adequate lighting inside and outside the workplace and good environmental factors such as well-ventilated workshops. The welfare facilities provided by the company is well maintained and in a very good condition. Moreover, these welfare facilities were clean and plenty of toilets and washrooms for the amount of employees operating inside the facility. However, during the inspection it was identified that some areas posed a risk of serious injury or ill health and requires some serious action in order to improve. Areas of concern were slips, trips and falls, musculoskeletal injury, collision of pedestrians and vehicles, electrical shock, ionizing radiation, burn and work equipment hazards. These important observations are covered and discussed in the findings part of the report. Most of the problems observed were related to overconfidence or over familiarity of the employees and not following the Safe System of Work (SSOW). Recommendations include some refresher courses for the employees and some particular technical training courses. Three good practices were identified during the inspections in regards of waste segregation, high level of housekeeping and high level of security in regards of radiation controls. Details of all observations identified during the inspection are attached at the end of this report. ?Main Findings 1. Observation No. 4 page 1 Observation No. 12 page 3 on the Observation Sheet, Controlling of Contractor on Site Proper Storage of Hazardous Materials: The flammable materials such as thinner, paint, acetylene must be stored in the proper storage area such as fire proof cabinets and with adequate environmental factors such as a well-ventilated area to avoid high temperature climate inside the storage area. Moreover, the combustible materials such as wood and paper and other hazardous substances which can easily feed the fire and make it out of control. This presents a significant risk of fire or explosion because of the poor perception of hazard identification by the department who stores these things next to each other. This mixture increases the hazard of fire and explosion which makes the workplace an unsafe for the employees and non-employees operating in that area. Moreover, it’s a clear violation for the health and safety policy of the company in regards of proper storage for the high flammable materials within the workplace. And it’s a duty of care for the employer to provide safe work place to protect the employees from any harm. Workers and 3rd party contractors must clearly and strictly follow the safe system of work. Provide an internal workshop for the employees to increase their awareness in the hazard identification and proper storing for the hazardous substances. Furthermore, a refresher induction training to be provided for the 3rd party contractors to make them aware of the company health and safety policy and to follow the safe system of work while operating inside the facility. 2. Observation 5 page 2 on the Observation Sheet, Pressure Test Design and Safety Precautions: High pressure test areas have specific requirements in regards of the design and to have good mean of control measures installed on it. This presents high risk for the employees who are working within that area while by passing next to the pressure test area and not knowing that there is a pressure test on going. This pressure test bay makes the workplace significantly unsafe and has high potential to cause severe harm to the employees and/or the equipments inside the workplace if any failure happens. This was a clear violation to the Global Health Safety Manual of the company for fitting and designing the pressure test bay inside of the workplace. Adequate supervision was not identified to make sure that this pressure test bay meets the requirements of the company health and safety manual. The department should review the design of the pressure test bay inside the workplace to meet the Global Safety Manual Procedures and work instructions. Moreover, they need to follow the safe system of work by installing the proper control measures (Audible Visual) to warn the employees that the pressure test is in progress. 3. Observation No. 7 page 2 on the Observation Sheet, Hot Work Operations: Hot work operations such as welding activities requires specific hazard identification assessment before starting the job and most importantly it requires permit to work to identify the number of employees who will operate within a specified area. This presents a high risk of fire and electrical shock for the employees if the risks associated with job were not assessed properly and by a competent risk assessor. The hot work operations requires specific work permit which is clearly stated and mentioned in the company safe working procedures and work instructions. However, there were no permit to work issued by the manager in charge since it was a small urgent job. This shows a clear violation of the safe working procedures and the work instructions which must be followed as per the company health and safety policy. The department must comply with the Safe Working Procedures and the given Work Instruction to cover all gabs and assess all the risks associated with the type of activities within the workplace to eliminate and reduce the risk for the employees who are working in the facility. 4. Observation No. 18 page 4 on the observation Sheet, Mobile Elevated Work Platform Usage: Working on a Mobile Elevated Work Platform requires special training and certification for the platform itself and for the employees who are performing any job on the Mobile Elevated Work Platform. Not meeting the above requirements imposes a high risk for the employees and the workers working around this platform. The Mobile Elevated Work Platform needs proper certification from a certified 3rd party contractor as per the Legal Requirements in the United Arab Emirates. Not complying with these legal requirements can put the company in danger of losing the industrial license and getting banned from the country. Moreover, the company’s safe system of work was not followed. This Mobile Elevated Work Platform was tagged as not fit to work until it gets certified by a proper certification 3rd party contractor and the employees to be sent to a specific training related to the Mobile Elevated Work Platform safe working procedures and work instructions to gain the proper knowledge and the experience of operating safely within the workplace. ?Conclusions Refresher courses are identified to ensure the safe work practices and the work instruction of the company is followed and to maintain good safety and health practices within the workplace especially in regards of storing of hazardous materials and equipments and separating these hazardous materials. Good level of housekeeping is required in the areas where the hazardous substances are stored near by the combustible substances to prevent any fire / explosion hazard from occurring inside the workplace which may lead to catastrophic consequences. This may cause severe injury to the employees or even death if precautions and control measures were not implemented. However, the inspection identified a number of good practices where the level of compliance to the legal and company requirements were clearly obvious and shown in all aspects such as waste segregation, high level of housekeeping in some departments and good means of security measures for the radiation activities which needs to continue in doing the examples of good health and safety practices within the workplace. Health and Safety must be a priority in the workplace and not secondary by concentrating more on the operations side which may lead to penalties, fines, prosecutions and compensation claims to the injured employees who were harmed inside the workplace. The recommendations mentioned in the report would be likely implemented at the earliest opportunity according to the priority allocated to them in the next section of this report. By doing so, the facility will be safer for the employees working within its boundaries and shows a high level of a positive health and safety culture which aim for continual improvement and it will reduce the cost of accident/incident and ill health happening inside the workplace. Bimetallism Definition and Historical Perspective Bimetallism  is a monetary policy wherein the value of a currency is linked to the value of two metals, usually (but not necessarily) silver and gold. In this system, the value of the two metals would be linked to each other- in other words, the value of silver would be expressed in terms of gold, and  vice versa- and either metal could be used as legal tender.   Paper money  would then be directly convertible to an equivalent amount of either metal- for example, U.S. currency used to explicitly state that the bill was redeemable â€Å"in gold coin payable to the bearer on demand.† Dollars were literally receipts for a quantity of actual metal held by the government, a holdover from the time before paper money was common and standardized. History of Bimetallism From 1792, when the  U.S. Mint was established, until 1900, the United States was a bimetal country, with both silver and gold recognized as legal currency; in fact, you could bring silver or gold to a U.S. mint and have it converted into coins. The U.S. fixed the value of silver to gold as 15:1 (1 ounce of gold was worth 15 ounces of silver; this was later adjusted to 16:1). One problem with  bimetallism  occurs when the face value of a coin is lower than the actual value of the metal it contains. A one-dollar silver coin, for example, might be worth $1.50 on the silver market. These value disparities resulted in a severe silver shortage as people stopped spending silver coins and opted instead to sell them or have them melted down into bullion. In 1853, this shortage of silver prompted the U.S. government to debase its silver coinage- in other words, lowering the amount of silver in the coins. This resulted in more silver coins in circulation. While this stabilized the economy, it also moved the country towards  monometallism  (the use of a single metal in currency)  and the  Gold Standard. Silver was no longer seen as an attractive currency because the coins were not worth their face value. Then, during the  Civil War, hoarding of both gold and silver prompted the United States to temporarily switch to what’s known as â€Å"fiat money.† Fiat money, which is what we use today, is money that the government declares to be legal tender, but thats not backed or convertible to a physical resource like metal.  At this time, the government stopped redeeming paper money for gold or silver. The Debate After the war, the  Coinage Act of 1873  resurrected  the ability to exchange currency for gold- but it eliminated the ability to have silver bullion struck into coins, effectively making the U.S. a Gold Standard country. Supporters of the move (and the Gold Standard) saw stability; instead of having two metals whose value was theoretically linked, but which  in fact fluctuated because foreign countries often valued gold and silver differently than we did, we would have money based on a single metal that the U.S. had plenty of, allowing it to manipulate its market value and keep prices stable. This was controversial for some time, with many arguing that a â€Å"monometal† system limited the amount of money in circulation, making it difficult to obtain loans and deflating prices. This was widely seen by many as benefiting the banks and the rich while hurting farmers and common people, and the solution was seen to be a return to â€Å"free silver†- the ability to convert silver into coins, and true bimetallism. A Depression and a  panic in 1893  crippled the U.S. economy and exacerbated the argument over bimetallism, which came to be seen by some as the solution to all of the United States’ economic troubles. The drama peaked  during the  1896 presidential election. At the National Democratic Convention, eventual nominee  William Jennings Bryan  made his famous  Ã¢â‚¬Å"Cross of Gold†Ã‚  speech  arguing for bimetallism. Its success gained him the nomination, but Bryan lost the election to  William McKinley- in part because scientific advances coupled with new sources promised to increase the supply of gold, thus alleviating fears of limited money supplies. The Gold Standard In 1900, President McKinley signed the  Gold Standard Act, which officially made the United States a monometal country, making gold the only metal you could convert paper money into. Silver had lost, and bimetallism was a dead issue in the U.S. The gold standard persisted until 1933, when the  Great Depression  caused people to hoard their gold, thus making the system unstable; President Franklin Delano Roosevelt  ordered all gold and gold certificates to be sold to the government at a fixed price, then Congress changed the laws that required settlement of private and public debts with gold, essentially ending the gold standard here. The currency remained pegged to gold until 1971, when the â€Å"Nixon Shock† made then U.S. currency fiat money once again- as it has remained since.

These novels make a very interesting and famous poem. All Things Bright and Beautiful, All Creatures Great and Small, All Things Wise and Wonderful, The Lord God Made Them All. This poem has all of James Herriot’s book titles. James Herriot was a Scottish veterinarian who lived in Scotland during the time of World War Two. You could say that this book is an autobiography because this really happened to him and he has written it.   Ã‚  Ã‚  Ã‚  Ã‚  In this book, James Herriot is at war in England. He is just like any of the other soldiers, doing pushups and working all day. When he has days off he likes to do his first career. This is as a veterinarian. A Problem Critical to the Education in the 21st Century Essay

In the 21st century I believe that inequitable opportunity is the most critical education problem. Inequitable opportunity impacts people of different racial backgrounds in various ways. It limits the knowledge a student receives, the rate at which they learn, funds available to the school, the students ability to succeed in the workforce upon graduating, it even affects the knowledge or lack of knowledge a student learns at home. Though this may affect the teaching staff in ways, minorities from a lower income family are the ones impacted most. These students often fail because they are not prepared for success. Students from a lower social class have fewer resources available to them; therefore they do not make it to the top. Schools in poverty stricken areas receive less funding, and this severely impacts the students. The school is unable to provide students with up to date technology, and the resources needed to compete with their peers from more privileged backgrounds. The school will not be able to provide ESL classes for Latino students. Students will more than likely drop out; the ones who actually manage to graduate will probably be less qualified to perform essential job duties. These students will not be as knowledgeable because they may be using outdated texts, and they are not able to learn how to fully utilize technology needed to survive in today’s workforce. Schools that are in a low income neighborhood do not have modern buildings, the school buildings are very out dated. The air conditioning and heating may not be working properly creating a very uncomfortable learning environment. This may discourage students from wanting to go to school and it definitely does not attract quality faculty. Another issue that impacts the student severely is the lack of parent participation in the education process. This is crucial to the development of the child from a very early age; it is imperative that a parent be involved in preparing their child for life, as well as reinforcing things learned at school. Education starts at home and moves to the public arena where social interaction, behavior skills and knowledge are enhanced. Poor parent participation may be the result of work schedules, transportation issues, language barriers, or suitable clothing. Once again children from low- income families suffer the most. Both parents may have to work just to pay the bills, and in some situations there is just one parent, forcing some students to help care of siblings at after school when they should be focusing on homework or studying. As the child ages less attention will be paid to the individual as class size increases, the number of teachers increase with diverse classes, and overall s ize of the school grows. At this point the child will need extra help completing assignments and requiring encouragement to continue the education process consistently and for the duration through some college. The parent is not exempt from the learning process because of inadequacy or exempt because of poor education. As briefly mentioned earlier, in this setting the teaching staff is likely to be under qualified, once again this impacts the student. By the teaching staff not being qualified the type of skill the students will learn will not be up to par. Classroom Managers should also be aware of how they are engaging their students. They should have high expectations of all of their students. There seems to be a lot of racial stereotyping in minority communities. Teachers should know that all Asian students aren’t smart and that all African American students inferior learners. If teachers establish a high expectation of learning from all of their students and expect all of their students to do well then those expectations will be seen by the student. Students are then able to work at their highest potential and are not limited; a teacher should believe that all students are capable of learning at a higher level. The teacher of the 21st Century need to be more culturally responsible and they need to be more aware of what is going on in the classroom. Educators need to be trained in a way that is going to be more beneficial to the educational process as a whole. For example if a teacher has a classroom where the majority of the students are not being successful then that teacher and/ or teaching techniques should be reevaluated. The classroom is not a place where a student is just given work to perform and the teacher is detached, the classroom of the 21st century needs to be an interactive classroom where teachers and students comes together to share ideas, and engage each other in the learning process. Unless a Teacher can step out of the conventional box and begin to assess themselves and what they actually bring to the classroom, it will not evolve. Teachers should interact with students on a more personal level in the classroom and get to know their students as individuals; some children can get lost in the classroom for a number of reasons; including personal problems at home, and learning disabilities. By being involved more with the student’s teachers are better to adapt to a student that is having problems because they are unable to read well, or a student that is simply having problems seeing the board. Without establishing some type of a relationship with the children it is very hard for a teacher to recognize the problems students are having and how to effectively deal with these problems. Just because a student is unable to keep up with fashion, technology receives free lunch does not mean that this student does not have the ability or the will to learn. There are successful people that grew up in poverty, and have gained success through hard work and education. Everyone should have the same opportunity to receive quality education. Students are taught that education is the key to success, so how can one succeed when the education is not equal to their peers, the ones they will be competing against for their spot in the future. Education is the poor man’s dream to a better life. With minorities and Latinos making up a large amount of students in school the effects of inequitable opportunities has a larger impact on them. Students who come from an inferior social-economic level are just as motivated as students who come from a higher social class. You have Latinos who hardly speak English and are attending schools that are incapable of accommodating them; therefore they do not earn a degree and are forced to take a low paying job. â€Å"Status† may have an impact on a student in a social environment, but in the educational system this should not be a factor. The students from a lower social class are being prepared for failure, while the students from a higher social class are being prepared for success. In the 21st century I believe that inequitable opportunity is the most critical education problem. Recognizing the problem is the first step, however we as a society need to find solution on how to better level the playing field in the educational comm unity in order to make schools work for everyone. One thing we can to is to not only encourage proper funding for schools in low income areas but to also make sure that this funding get appropriated to do what is needed in order to make sure that the children have a proper learning environment. Bills and referendums continue to be passed in education s in order to make sure that schools are up to par but sometimes this money does not get to the prosper schools. Some schools get new buildings and a/c systems while other schools just get paint. We need to come together to demand to our elected officials that something be done about the conditions of certain schools. We need to make sure that these school schools have the materials that they need in order for them to produce successful students. Books need to be provided to every student not only in class but also at home as a reference for homework and studying. Computers need to be provided in these schools so that the students don’t fall behind on technology and become inferior to their peers. We elect these officials and we need to demand that they begin to look out for the betterment of our schools. We should go online and see how they are voting on the issues that affect us. If they are not pushing the type of educational reform that we need in our communities and in our school then we need to elect someone who will. Parents need to become more involved in their students learning. We must understand that a lot of parents are working, and most low income households are being led by a single parent; we need to find a way to get these parents involved to help their children so that they don’t continue to fall behind. Even if it’s just educating them on the process of following up with their elected officials and making sure they vote and their vote counted and is heard. Opening up the schools for parent participation and PTO and PTA meeting on a weekend rather than on a school night would make it easier for parents to become more involved. Also, schools could try social networking, and sending up dates to parents Facebook or Twitter pages to keep them up on what’s going on in the schools. This is a new era and the American household has changed and the educational sytem needs to keep up in order to keep these parents involved and up to date on what’s going in their child’s school. Teacher also need to be developed in the classroom and become more responsible for what is going on and have high expectations for all of their students. This will ensure that all student as are working to their best ability to learn. This can be done by giving existing teachers additional training and giving new teachers the training they need to be successful in the 21st century classroom.
